Cut point

Dear English experts

I have a question about my below English sentence especially for the word "cut point". It looks vey Chinese English, but it is the best I can get in below sentence. Could you help to find a better word to fit this context or it is already right word. I marked the word which I am not sure in Red.
The new global referral bonus policy is effective as from April 10, 2017, however now is hard to track thetime when the referral occured. I suggest to take referree’s start date 2017/5/8 as the cut point between the new policy and old policy.

The new global referral bonus policy is effective as of April 10, 2017.
You can use either 'as of' or 'from', but not 'as from'.

however, now is hard to track the time when the referral occured.
In this case, it is better to say:
"However, now it is difficult to track the exact date of referral."

I suggest to take referree’s start date 2017/5/8 as the cut point between the new policy and old policy.
You can make the sentence a little more fluent with adjustments like this:
"I suggest to mark the referree's start date (2017/5/8) as the cutoff date between the old and new policy."
(In English, we usually say 'old and new' rather than 'new and old'.)

你有很多字也串錯了。例如 referee.

還有the old and the new policies應用複數。

Thank you so much for the clear answer. Now I learnt how to use "as of" and "cutoff date".

Thank you for the great example. May I ask that can I just start with "One-month grace period...." instead of "A one-month grace period..."? <br><br><br><br><br><div></div>

I thought they should be referrees and referrers. So the correct spelling is referees and referrers. Cool. appreciate.

冠詞使用規則複雜難以盡說,不過任何一本英語教科書也應有說明。

簡單而言任何一般的、非特指的單數名詞也要有冠詞。所以本句中的冠詞不能略去。
